Abstract
The study addresses congestion issues within the University Circle Parking System, where the number of users significantly exceeds available parking spaces. This over-assignment has led to user complaints about the inability to find parking during peak hours. The primary goal was to collect and analyze data to reassign parkers from overcrowded lots and develop future over-assignment policies. The research focused on three lot complexes: 29 & 33, 45, 23 & 22, and 20 & 21. Data collection involved identifying who was assigned to park in these lots and who actually parked there during peak hours. This information helped calculate the actual-to-assigned ratios by user class for each lot, which is crucial for adjusting current loads and informing future policies. The study did not account for cars turned away due to full lots, thus lacking a measure of total parking demand. An iterative process was proposed to adjust lot loads until overcrowding issues were resolved. The findings aim to create a more efficient and user-friendly parking system by balancing permit assignments with actual parking usage.
