Abstract
This paper details an exploratory development project evaluation (EDPE) experiment aimed at developing and testing a method to obtain quantitative data using subjective judgments for evaluating research and development (R&D) projects. The experiment, conducted at the U.S. Army Materiel Command, utilized a modified DELPHI Method involving a panel of twelve members. Key findings include the panelists’ ability to reach consensus in two rounds, the sufficiency of a small number of factors for linear model formulation, and the absence of significant bias. The results suggest potential for further experimentation to validate the EDPE method’s predictive capability.
