Abstract
An equitable method of allocating the costs of operating the UCDF shuttle bus system across member institutions is one according to which member institutions would be assessed a fraction of the system's costs equal to the ratio of its riders to total ridership. In order to develop such a method, that is to obtain the individual institution ratios, a passenger survey was conducted by non-UCDF personnel. From this survey, institution ratios were computed for ten institutions judged to be the heaviest users of the system. These ratios, separately calculated for each bus route and weekday, weekend, and whole week service, were applied to system costs which were similarly broken down. These calculations resulted in annual assessment figures for the ten institutions in question. A complete and rather comprehensive synopsis of results is provided by the information in Table 48 of the report which can be found on page 67. The table is first divided by institution and by route. Routes are further subdivided by weekday (M-F), weekend (SS), and whole week (WW) service. Each institution row contains percent use and resulting assessment information under each of the route subheadings. The extreme left hand column contains institution code numbers and names. The extreme right hand column contains the institution annual assessment which is the sum of the subtotals for each route (entered under whole week (WW) and underlined) rounded to the nearest dollar. A comprehensive description of the passenger survey and all results including display of all original data is included in the body of the report. Also covered is a brief description of the bus system, the method of cost allocation, several qualitative observations and recommendations for system modification.
