Abstract
An on-going research project being performed at the Jewish Community Federation of Cleveland is described. Background of the project is given. The basis and components of a proposed output measurement mechanism are discussed briefly so that the details of implementing that measurement model may be considered in perspective. Three aspects of the implementation process are examined: the generation of service-client package values, the development of quality criteria weights and utility curves, and the collection of the requisite objective data. In each case, an objective is defined, the conceptual and mechanical details of the implementation process are given, and the results achieved are outlined.
