Abstract

This report describes a six month study performed jointly by Case Institute of Technology and Western Reserve University under the sponsorship of the Cleveland-Seven County Transportation Land Use Study (SCOTS). The specific research problem studied by the team, as defined by SCOTS, is how to obtain the cooperation of municipalities to solve regional transportation problems. The relative importance of this problem can best be stated by referring to a statement made by President Lyndon Johnson. This study is concerned with developing a quantitative approach towards analyzing social change in a technological activity - urban transportation. We consider that an urban area has a technological problem involving urban transportation. To solve the problem of implementing the technological solution - the transportation plan - it is required to obtain social change. "Social engineers", responsible for understanding the forces of opposition to change in ''community organizations", have to persuade people to modify their traditional behavior in order to accept social change. The resolution of social problems using traditional methods of motivating people by appeals to rationality is frustrating and difficult to achieve. Consequently, our research problem is to develop a methodology for analyzing the problems of implementation social change to accept technological change - so that opposition to change may be reduced.
