Abstract
The paper presents a methodology designed for the selection of industrial plants for rural communities. The problem is formulated within the framework of systems analysis with the numerous systems elements and the links between them properly identified and pointed out. The paper discusses the overall methodology as a whole, however, special emphasis is laid upon the evaluation of the socio-economic preferences with respect to industrial plants. The Israeli kibbutz communal settlements provided the empirical background for the study and field testing of the methodology. At the same time, the methodology, with proper modifications, can be adopted to any rural community or rural region in which industrialization is taking place.
