Abstract

This interim report discusses the major aspects of recent results obtained in the Anesthesiology Manpower Planning Study. The report is intended to serve as a summary of work performed and as the basis of a comprehensive review of results obtained and methodology developed to date in Phase III of the study. The report is organized around the four major tasks of Phase III. First, the extension of the task analysis performed during Phase I deals with revisions made in the anesthesia task list, the inclusion of the concepts of condition-dependence and backup; and the development of a new set of pre-operative assessment - patient conditions. The conditions are defined around the factors of the patient's general health, surgery required, and anticipated blood loss. Secondly, the definition of feasible anesthesia teams which include the new category of allied-anesthesia personnel currently being trained, is discussed. The latter analysis also includes the establishment of constraints around scheduling of surgeries as a preview of the scheduling work to be done in Phase IV of the study. Thirdly, the matter of forecasting supply and demand of anesthesia manpower under uncertainty is dealt with. Specifically, the task consists of updating and validating the forecasts generated in Phase II using new data points on the one hand, and the formulation of a new approach to forecasting the number of surgeries by cause on the other. Fourthly, the task of collecting time and cost data is discussed in great detail as an input to the scheduling process of Phase IV. These major tasks were broken down into elementary tasks and scheduled using the PERT planning technique.
