Abstract

In this talk I have attempted to indicate the impact and growth of R and D in our national economy and in our industrial organizations. The concept of R and D as a managed, productive process responsible for the application of science and technology to achieve economic goals of the firm, has provided an impetus for development of an R and D management science. The essential element of a management science is the use of scientific methods and models. Through the use of mathematical models of R and D management decision problems, it is possible to plan and control R and D programs efficiently. Because the models are probabilistic in nature, the parameters are subject to errors of estimation. However, computer programs utilizing the mathematical models permit the R and D manager to analyze the impact of technical, economic, and social changes on company plans and to provide for the effective use of scientists and engineers to meet corporate goals. At the present time only some elements of the R and D management decision process can be quantified. Greatest progress has been made in such problem areas as program scheduling and planning, budgeting and bidding, and project selection and control. However, research efforts are underway in a number of institutions towards a science of R and D management.
