Abstract

This report presents a methodology for designing a Prepaid Dental Plan. Important factors that characterize the design of a plan are dealt with at length. Quantitative methods have been developed to measure the cost and performance of a plan. A dynamic programming technique to select the optimal plan, which minimizes total unsatisfied needs, for a specified budget level is developed. Numerical examples have been provided to illustrate the use of these methods. Results of a statistical analysis of dental plan data are summarized.
