Abstract
This report is concerned with the development of mathematical models, computer programs, and data requirements to conduct development systems planning in large Research and Development organizations. The specific planning decision problems are (1) the selection of technical alternatives, (2) the funding of system components and (3) the funding of systems. Cost-effectiveness relationships are developed. A manual is presented for use in the training of planners in the utilization of computer results. Tests have been conducted utilizing simulated cost, risk, and value data. A Study Performed for the Office of Naval Research (ONR), Army Materiel Command (AMC), Department of Defense, Washington, D. C.
