Abstract
This study evaluates the effectiveness of eleven solar energy programs for industrial and utility applications using a Delphi Panel Workshop. Four factors—financial return, financial risk, administrative requirements, and regulatory requirements—were used to assess programs across three Delphi rounds. Rounds I and II involved evaluating factor weights and program-project values, while Round III ranked the programs. A scoring method was employed, and data were collected, verified, and corrected to address calculation errors. Results include consensus values for industrial and utility projects, with true means and standard deviations provided. The study analyzes the reliability and validity of the Delphi results.
