Abstract
This paper synthesizes landmark developments in manpower forecasting and planning models, presenting a comprehensive taxonomy grounded in the methods and decision factors used in these processes. The proposed schema encompasses all relevant factors identified in existing literature and offers a general methodology with a highly complex structure. The taxonomy’s development is guided by two core objectives: (1) to identify significant factors relevant to manpower forecasting and planning models, and (2) to classify existing models as subcases of a general acronym, enabling systematic delineation of most conceivable models by modifying terms or subscripts. The classification framework is applied to codify landmark models and demonstrates its potential for identifying models yet to be developed, offering a structured and systematic approach to advancing manpower planning research.
