Abstract

The maldistribution of qualified medical personnel, which has plagued this country in recent years, has become a matter of serious concern for administrators and planners in the health care sector. Inner-city and small suburban hospitals have suffered the most from this unfortunate circumstance. At various levels, public administrators have attempted to remedy the situation. Telemedicine is one system that, in several widely different environments, has shown its potential in addressing the problem. One such system has been in experimental operation for some time in Cleveland, Ohio. Under a contract with the Health Care Technical Division of the National Center for Health Services Research and Development, U.S. Department of Health, Education & Welfare, a team (hereafter referred to as the Task Force) composed of medical staff from Forest City Hospital, Cleveland, Ohio; faculty of the School of Medicine; and faculty and graduate students from the Departments of Electrical Engineering and Operations Research at Case Western Reserve University, Cleveland, is in the process of evaluating a Telemedicine System. The two hospitals involved in this study are Forest City Hospital (FCH), a small community hospital serving a predominantly Black neighborhood in the heart of Cleveland's inner city, and University Hospitals of Cleveland, a large, well-equipped, and well-staffed hospital located about two and a half miles away. This report discusses the work done in Phase III of the study. Earlier publications (1, 2) have described Phase I and II in detail. The work reported here covers the period from July 1975 to April 1976.
